It is always possible to apply for a tourist visa in most countries, but your ex-wife will have to do that according to her own merits (proof that she will return after her visit).  Other than assisting her in filling out the DS160, etc., there is nothing you can do to help her get a visitor visa.  As a starter suggestion, tell her to start compiling evidence of her ties to her home country, work requirements, property ownership, ability to fund her visit, international travel history, etc.

Good Luck!

Sounds like she has a strong case but the only thing she can do is apply and see.

Let us know how it turns out.

You claimed to be a US citizen about a year ago.

The ex-wife applies for a tourist visa as any other applicant. She has to list you as an ex-spouse on the application.

Certainly possible.
