So my fiance received a packet and it has a sticker on it saying only be opened by by an immigration officer. This is after her interview but in the park of the packet she was allowed to open they had sent her back her passport. but theres no other information about what to do next or to contact anyone.

She should check the visa in her passport and make sure all the information is correct, then book a ticket to the us.

Theres no visa and they didn't stamp her passport in any way.

There is something very wrong here......There should be a visa attached to one of the pages of the passport.  If not, you should immediately contact the consulate.....

The visa is a full-page sticker on a page in the passport. It's not a loose item, it's stuck to the page. Go through the passport and find the page with the visa on. Google image search "US visa" to see what one looks like - they all look the same so even if you find a picture of a spousal or tourist visa, the general look is the same.

What does her CEAC status say? It should say "issued".

She just checked it again and thers no visa stamp at all. and all the CEAC status says is administrative processing.

They must have returned it by mistake....Contact the embassy/consulate.
