Because someone realized the I751 ROC had not been completed yet.  Sounds fairly logical.

Different person working on ROC vs Citizenship, so not surprising it took a while to catch the problem.

December 6, 2018 submitted N-400 application on-line.  Estimated Completion Time: 8 months or August 2019.

December 8, 2018 received notice on USCIS that Biometrics scheduled . . . but the actual date was not yet shown.

December 11, 2018 saw in 'Documents' section of USCIS that Bio scheduled for 24 December 2018.

December 21, 2018 saw on USCIS website that they will be closed 24 December 2018 as extra holiday.

January 9, 2019 went for re-scheduled BIO appointment.  33 days after N-400 submitted on-line.

February 19, 2019 received letter in US mail that Citizenship interview scheduled for 26 March 2019. 74 days after submission on-line.

March 26, 2019 Citizenship interview scheduled for.  109 days after N-400 submitted on-line.

March 26, 2019 Passed Citizenship interview.

April 12, 2019  Received notice that Oath Ceremony had been scheduled for 24 April 2019.  17 days after interview.

April 24, 2019  Oath Ceremony completed.  29 days after interview.     139 days after N-400 submitted on-line.

April 25, 2019  USA Passport Application submitted.

May 3, 2019     USA Passport received.    149 days after N-400 submitted on-line.

May 9, 2019     Certificate of Naturalization and Citizenship returned in mail.

Well it frustrating other people have managed to get combo interviews. Guess this might be the thing moving forward, so would probably advise people not to bother filing the N400 with a I751 case is open.

Timeline

Note that people are still complaining that USCIS doesn't seem to be working on files in order received.

 

That thinking assumes that there is one big pile, and each worker takes one file from the top (or rather the bottom) of the pile.

 

However, in reality, each worker is probably assigned something like 100 files at one time.

Then, because workers work at different speeds, one worker will eventually be working on a file that was received several days later than a file being worked on by another worker.

Don't know what happens when a worker takes sick leave or vacation days.  Likely the files assigned just sit there until worker returns.

 

A more ideal system would be like at some airports, banks, fast food restaurants, etc.  i.e.  Rather than being able to line up in front of each worker, there is only one line up . . . and then people in that one line are directed to the first station that opens up.

My wife has N-400 interview on Tuesday  still waiting ROC, happy we applied hope it will be combo

Right I get what you're saying but with your example it doesn't quite add up. So if the person reviewing my N400 (who might have less work/work more efficiently) is obviously looking at everything (This should include pending i751's) so why didn't they spot that? So now the person who's reviewing my i751 has now spotted my n400 application and decided to cancel it? So, have I been the very unluckly one? I don't hear of anyone else in this situation, hence why I'm annoyed. Look at the MichaelnJanice above. They are in the same situation as me and yet still have an active N400, I'll be interested to see if they get a combo interview

Different accesses are granted to each USCIS officers depending on level. Specifically, I 751 can be granted or denied by Level II officer who has access to see N400 progress while officer level I (entry level) can not perform I 751. 

Because N400 is one of the easiest application to be adjucated, often time new rockies are hired, who may not necessarily well be familiar with I 751 or any other applications. 

(Well if you think about N400, all you need to check is background check verification to see if there is any redline from FBI part, and see if the applicant's permanent resident status has been maintained without any immigration violation, and taxes/miscellaneous marks, and finally civic test, all of which does not really require any critical thinking)

 

So in your specific case, it is likely that Level II officer in Field Service Center saw your N400 coming and thought "wow, I dont really have to waste my time on this case, I will just grab a starbucks (or move on to next case)"

Also, I am not 100% sure yet, but based on what I understand, all officers reviewing I 751 are level II, and therefore you are just one of the unlucky applicants whose N400 was appraised by and sent to local officer. 

 

To spicy thing up, (or to mess things up), in local USCIS office, the funny part is the new rockies (level I) are performing N400 and looks N400 are deemed all great and acceptable, and attempt to process approval, but then the level I officer noticed it is not available by his access, and therefore he had to seek his senior (often supervisory officer) to approve I 751. Only after I 751 is approved by senior officer, can the newbie officer approve N400, which will take some time. I believe they usually ask in time, but it depends on, again, leave/holiday/office politics in that specific local USCIS office. 

 

Currently, USCIS is working on electronizing all applications so that any officer can pull information quickly and make decisions soon like @Leo7777 described. If implemented, all immigration applications can be adjucated efficiently.

While that is a great promise, I think it is ultimately USCIS's faulty responsibility that they failed to process applications on time. Supposedly, they are expected to adjucate I 751 within an year (because INS specifically allows the applicant through marriage with USC may apply for N400) so that pending I 751 applicants are reviewed for bona fide marriage and then apply for N400 without much concerns.

Just Found out that On Nov 6th My case got sent out to Nebraska Service Center . Any experience , on how long usually NSC takes to process I 751 upon transfer from CSC

All of the CSC people who were transferred to NSC have yet to be approved (for July). It seems they moved our cases to ease the backlog (which it did) but us poor folk got moved to a service center with even longer time frames.
