Can it be issued before/after September 30? Yes it's possible, but no one here can give you an exact answer.

Were both of the cases you mentioned also DV lottery winners? What exactly did they say to you after the interview? Did they ask you to submit any additional documents such as the DS-5535?

It sounds like you are under standard Administrative Processing. The cases you mentioned took several months to process, so you can expect to wait several months to process yours as well. All you can do at this point is keep waiting.

They can and will print it whenever it is issued. Are you saying you want them to issue it after September?

of cours no but "Immigrant Visas for "Diversity Visas" cannot be issued after September 30th of the year in which you were selected to apply for a Diversity Visa. For example, entrants into the Diversity Visa Program in Fall of 2011 were selected for Diversity Visa 2012 Program, and selectees MUST apply and receive their visa prior to September 30, 2012 otherwise they lose eligibility to receive a Diversity Immigrant Visa, " im askinng just if im approved i will loose my eligiblity after 30 septembre

In that case from what I understand, if they don't issue you the visa before September 30, you won't receive it. Hopefully the AP will be resolved soon and you will hear some positive news.

maybe this will explain it

DV-2019 Entrants may enter their confirmation information through the link below starting at noon (EDT) on May 15, 2018. The DV-2019 entry period opened on October 18, 2017, and closed on November 22, 2017.

DV lottery visas can only be issued during the fiscal year that you won.  That fiscal year ends the last day of September.  If they haven't printed the visa by then you are not going to get one. They ddo try to complete AP for those that have interviewed but some will not finish in time.  This is why they warn you to not quit work of sell off belongings until you have visa in hand.

This will not be over quickly. You will not enjoy this.
