Fiancee was given a sheet to pay an immigrant fee.. But i think it was in error.. I read up and k visas are exempt

Every embassy is different.  There is no packet 3 for Manila.

The immigrant fee is charged to CR-1 visa types as they are already married and are eligible for a GC once they pay the fee and enter the country. K-1's do not pay that fee but adjudicate through AOS. So ignore the reference to the fee as you as a K-1 are exempt from paying that fee.
