This is all in one. The CFO is a requirement, and in that there is a type of 'peer' session and 'counseling' so to say.

If done before the interview/receiving of visa, she has to return to get the stamp/certificate showing she did complete it in her passport for immigrations when leaving the Philippines.

So this get this right the cfo and pdos are one in the same? She attended. Then had her one and one. She got her certificate. So all she needs is to head back and get her visa stamped or her visa? Also does she need to set a appointment first do you think or she can head in?

Hello I'm confused. My wife a Filipino citizen has already went to the cfo and got her certificate before she had her interview.   Now the interview is don't but doesn't have a stamp. Can she return to cfo without making a appointment? Is the cfo and pdos  the same?

CFO is the department.   PDOS is a counseling/seminar process, same as GCP is a counseling/seminar process (this for spouse and fiancee of USC).

http://cfo.gov.ph/gcp.html

No appointment needed.   Once she has her passport with visa, she should make a copy of the immigrant data sheet attached to the DO NOT OPEN envelope as CFO will want to keep a copy.  Here is what she needs to get the sticker in her passport:

  1. Original valid passport;
  2. Original valid visa
  3. Original Immigrant Data Summary (please do not detach fromyellow packet) for US-bound emigrants, except for K visa holders;
  4. Original CFO Guidance and Counseling Certificate (if already attended the GCP); and
  5. Duly completed emigrant registration form

Oh okay thanks for the help ontarkie

She is a Mod and not someone used to the Philippines at all so don't worry about her. Greenbaum already answered your question she can go anytime to the CFO facility to get the sticker in her passport. If she isn't close to one she can call NAIA 24 hours ahead of time in order to get the sticker there in the airport at Terminal 1. She ALREADY attended CFO/GCP so she does not need to attend the other one at all. Don't overthink this and you will be fine.

Does my wife have to attend pdos if she already attended gcp

no.  only the counseling/seminar that applies to your visa category, which as you stated earlier she has already attended.

As stated earlier the GCP counseling/seminar is for SPOUSES and FIANCEES of USC

PDOS is for all others immigrant visas.

Thank you so much. That what I was wondering because the cfo website they had different seminar that you can apply for and the one I saw was pdos where it's for immigrant visa. I thought you had to do that class in order to get the stamp

Just like I said earlier don't overthink this and you will be fine. The Philippines government has a good way of confusing people when they are trying to get information so don't worry.

If you were to walk through the exercise that is posted on the CFO website it would Lead you to the correct seminar that she should attend. Having said that I think many here have explained in great detail the process and also have answered your question which is she just needs to go to the nearest CFO office where an appointment is not necessary to get the certificate and stamp placed in the passport containing her visa. CFO at NAIA has a different procedure so beware. We hope you have a complete understanding of what is what and which is which.
