You are in AP (Administrative processing until you submit the paperwork). Small window they don't wait forever. So get what they want and submit.

The police and nbi clearance are the same thing.

We did CR-1 so I am not really sure about K-1, however my wife had to get NBI Clearance and Police Clearances (from every barangay she resided in her life.)  At least that is what I seem to re-collect.  I think NBI and Police clearances are different.

That is a common misconception with the Philippines the embassy does not want a barangay police clearance they want the NBI clearance.

If there is a crime in the background then they may not be able to get the visa. My girl has a friend from Thailand who tried to come here but could not because of her police record. They told her she can never come here. Ever.

True...but obviously it depends on the specific crime. Plenty of people come without spotless histories.
