My case is in NVC right now. I got my case # and invoice # by calling them, but they said i have to wait for the welcome letter before I can do anything. Basically I am waiting for the welcome letter either via email or postal mail. Just to give you guys an update.

I called the NVC and they told me my case went to review on August 7th. Does that mean that I am going to get a chekc list?

How come the IV fee and the AOS fee cant be paid at the same time? Seems like AOS comes first from what I've seen

From what I have seen/been able to figure out, the AOS fee gets invoiced right away as they set up your case because that is related to the petitioner, who has already been dealing with USCIS. However, the IV fee does not get invoiced until after the beneficiary selects their agent (DS-261). You can call to have the DS-261 reviewed over the phone to speed things up (otherwise they can take up to 3 weeks to review it), but it can still take up to a week from when it is reviewed until they invoice the IV fee.

However, I believe that I have seen somewhere that if you are using a lawyer/agent at the USCIS stage then they will automatically assign them as the agent for the beneficiary and then both fees are invoiced immediately. But that definitely does not justify the cost/frustration of hiring a lawyer for this process.

Relationship:     First met 2015, Married since Oct 2016

Spoiler

2015 Apr - First met and started chatting online (he was in the US on a J-1 visa)

2015 Sep - J-1 visa expires (2 year home stay requirement)

2016 Feb - First trip to China (10 days): met friends and family, celebrated Spring Festival (Chinese New Year), lots of sightseeing (including seeing pandas), and lots of food

2016 Feb 06 - Purchase matching jade necklaces to mark engagement

2016 Jun/Jul - Second trip to China (10 days): lots more sightseeing, food, and time with friends/family

2016 Sep/Oct - Third trip to China (10 days) this time with my parents so that my parents could meet him and his mom, along with lots of sightseeing and food (i'm sure you've picked up on a trend by now :D)

2016 Oct - At the end of the time in China my parents, myself, and Xuan all traveled to Canada (7 days) so that we could get married, but unfortunately his mom couldn't come along with us.

2016 Oct 08 - Wedding day on top of Mount Washington on Vancouver Island, and it had just snowed the night before. (L)(L)

2017 Jan - Fourth trip to China (7 days), you guessed it: food, family, friends, spring festival, ...

The CR-1 Process:    NOA1 - PD 27 Dec 2016 (TSC)

Spoiler

2016 Dec 21 - Sent I-130 packet (along with G-1145 for e-notification) by USPS priority mail express (1-day), but missed the pick-up so it won't actually leave till the next day

2016 Dec 23 - Delivery confirmed by USPS

2017 Jan 03 - Payment drawn from bank account

2017 Jan 04 - Text and email confirming USCIS receipt of petition, assignment to Texas Service Center for processing and SRC case number

2017 Jan 09 - Received I-797c notice of action by mail (NOA1) with assigned priority date of 27 Dec 2016

2017 ??? ......... just waiting patiently for NOA2 (hopefully by April/May if they ever stop transferring cases from Nebraska)

You can try and enter your case and invoice number before you receive your welcome letter. That's what I did and it worked. Worth a try!!

That's a good thing! You can update the spreadsheet with the day they told you your case went to the review department-everyone's case goes to the review department and from there it is determined if you have all of the necessary documents

Today my case status changed from Approved to Sent to Dept of State. But I thought they had sent it already because that's what the Approval notice in the mail said and it was dated August 1st. Could this be a delayed update?

It took 5 days from the time the online system told me it was sent to NVC for it to arrive.

Did you read that on USCIS? It does take a bit for things to change, your petition is now sent to NVC, in a week or so i'd call and ask if  they have received it and if they have your case and invoice number.

Yes, as she stated wait about a week and then call to see if they received it and can give you your case/invoice number.

Every step in this process feels like an accomplishment lol

You're so right about that lol. It also feels so good because of how much time we had to spend during the USCIS phase with ZERO communication or information regarding the case. Now it feels like it's actually moving along and we're more involved!

I did what you suggested however it doesn't give me an option to do anything, not even my ds-261..

I guess I need to wait..

That's correct, you can enter with that info but you can't actually do anything until you receive the welcome email. Just a little longer!
