But they can only do so once you have received your welcome letter. :) And you can not, absolutely can not send your documents before receiving your welcome letter. You have to have the barcoded cover sheet that comes in your welcome letter. 

 

Also, when you call the NVC, give them both the petitioner's and beneficiary's email. This way you'll both receive the emails from the NVC.

We had received the welcome letter on the 3rd of August, completed DS-261 and made AOS payment on the 4th but still says in process.

oh you're fine then, no worries!! if you already paid for it, you can send off your NVC package. :) I sent it our NVC package while it said "in process".. i just included a print out of it saying "in process", it turned to paid the next day.. Side note: received that print out back at the interview.

So it is ok to send your NVC packet without paying the IV fee and before completing the DS-260?

I haven't received anything yet, just reading what was said in the thread. From what I read you can send the packet after completing the DS-261 while pending for a payment. I guess I dont understand.

You must include the cover sheet with the barcode with your packet. Try logging into your CEAC account and click on the fees tab. At the bottom there is a blue button that says Print Document Cover Sheet. Try to see if you're able to print it from there.

But I don't have a CEAC account. I haven't been assigned a case number yet, or at least I haven't called to ask.

Oh, then no you can't send your documents yet. You should gather together all of your documents and once you receive the welcome email that has the document cover sheet, print that out and thoroughly go over it and the page linked here about how not to receive a checklist. Make your payments and once they say in process you're good to go with sending your documents to NVC and filling out your DS-260.

Today my case status changed from Approved to Sent to Dept of State. But I thought they had sent it already because that's what the Approval notice in the mail said and it was dated August 1st. Could this be a delayed update?

Did you read that on USCIS? It does take a bit for things to change, your petition is now sent to NVC, in a week or so i'd call and ask if  they have received it and if they have your case and invoice number.

October 31, 2016 I-130 sent to Chicago Lockbox

November 4, 2016 Received text case sent to Nebraska

November 10, 2016 Received Hard copy of NOA1
