I filed the I-751 with the I-912 (request for fee waiver) on 08-08-2017 and got the NOA 2 weeks later exactly, 08-21-2017, with 1 year extension on GC along with *fee waiver approved*. Yay! So fast!!

I would call and ask them it's been a long time, sometimes they don't send it at all, so in that case you would need to get a stamp, also can you see if they ever cashed your check?

The money order I sent was from the post office so I dont think there might be a way to track it?

First of all when you call tell them that you never got you NOA and ask to connect you with Tier2 immigration officer, only he/she can check it out for you. They should check your case with your A number and date you sent it out. Don't  bother to explain all the stuff to a regular representative they helpless. To get a stamp you go to USCIS website to schedule infopass appointment. But they will tell you what's going on maybe u still be able to get your NOA after your call.

Hi, mine also was mailed to Vermont, from Alabama. They received it 24 hrs after I sent it, Priority with no signature required. I also sent the request for fee waiver so I expected a month or more to hear anything. BUT, I got the letter of extension and fee waiver today, 2 weeks exactly from day I mailed it. Definitely call tomorrow,  it may have been lost.

I called spoke to a Tier 2 officer said they still dont have anything showing yet. They said to go to the post office and find out about the moneyorder, but that takes like 30 days to find out. Any futher suggestion on what should I do.

It will probably be less than 30 days to track the M.O. 

Something is definitely amiss. Go ahead and start the tracking and see about having it canceled.  Hopefully you made a copy of the packet so all you have to do is prepare another to send. I hope it turns out ok. Good luck.
