Packet 3 is email from Manila embassy saying to apply  also telling you to find these links......   

Packet 4 is after you apply by DS-160 to schedule an interview.....

 

Just follow steps on the embassy website and don't worry about what is 3 or 4 - they really don't follow the Pkt 3 Pkt 4 thing

That varies by country and some doesn't even have such a thing. For me, packet 3 was the Embassy's email sending a PDF with the check list of documents to mail them and explanation of next steps, and packet 4 was their email authorizing me to schedule the interview.

For the Philippines, I don't really think you need to worry about the packets, since you can proceed without having to wait for them.

I know after I hit 120 days, my sarcasm level towards cis went from wary to outright sarcastic.  By 150 I was calling and emailing and faxing LOL  

 

So many now have more than reason enough -  It's just sad that cis doesn't devote some more resources to our little slice of their pie.

what about if even afetr calling/faxing.senator inquires they dont give too much answers? or they wont collaborate properly?

Well my situation has been getting more and more confusing

 

We were approved Sept 1st and we called the NVC last Wednesday the case says ready,

so like everyone advised and even the OFFICIAL Consulate webpage said so, I entered all the information to a DS160.

 

 

When I wanted to make the appointment the webpage that was linked on the official consulate is asking me for the DS260.

So now I dont know if I should do the DS260 and apply for the appointment even when the invitation letter has not been received, (because our postal system is so bad) Instructions about this come in that invitation letter but they can also been found online and it says 260.

 

TL;DR

Official consulate webpage says DS160

Official link to make appointment asks for DS260

Instructions havent arrived but online PDF says DS260

 

so confusing!

Don't be confused, it is DS-160. They sometimes send the generic PDF for immigrant visas, that lists the DS-269, but K1's are the 160. No doubt on that.
