It is coming across as if you are looking for "magic and perhaps misleading" words to get CPB off your trail. They don't exist. You ask what to say, we say "tell the truth", and then you ask what to say again. No one here can guarantee that they would believe her story and there is no way for us to prompt her other than proving strong ties, which she apparently doesn't have.

So instead of the nonsense you posted riddled with references from Roget's Thesaurus, listen to what is being repeated by member after member. TELL THE TRUTH. It is all you can do and hopefully it is enough. Don't be a jerk because you did not get the answers you "like".

OP has stated from the beginning that they are going to tell the truth and won't lie about their intent. He probably posted the huge post about what truth means because everyone jumped on his back about trying to lie when he said from the beginning that he wasn't trying to do that. I would have probably been defensive too if everyone was so hostile. People on VJ are nasty when they think (because they don't read) that someone is trying to circumvent the correct process.

Like he said, there are ways to answer questions honestly but not volunteer information that could cause her to be turned away.

And OP, just for clarification- a K1 is generally faster than a spousal visa.

Faster to get into the country, but not faster to green card and working. For many people, it's not the best option. We have already been through K-1 vs CR-1 with the OP over many pages on another thread. For his and his fiancée's situation, the CR-1 is better. She needs to return to Costa Rica to finish medical school. If she did a K-1 she would either have to abandon the AOS to do that (which would be a huge waste of time and money) or miss the final year (again a huge waste of the financial and academic investment she has made so far).

He has already made the decision that the CR-1 is the right choice.

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Oath: March 22, 2021 COVID-style same-day oath

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

You don't necessarily need an official certificate of matriculation or whatever it is that would be hard to get--tell her to bring anything she's got. I don't know how school works there, but anything like a tuition receipt, printout of classes registered for, current student ID, whatever. Obviously none of those are definitive to say she's going to return, but they back up her story. I think if she can say confidently that you're having a civil ceremony "but then I'm going back, here's my return plane ticket, I have to go back to school and this is my registration info, I only have one year left so I don't want to move to the US yet, my fiance has been researching the CR-1 visa and our plan is to start immigration proceedings in December and hope things will be completed by November 2017 so I can move to the US then"--anything truthful and calm that makes it clear you have a definite immigration plan for the future, not now.

12/14 Met at work in Rwanda

11/19/15 Married

11/23/15 I left Rwanda 

12/30/15 Mailed I-130

Timeline

Lots of people come to the US and marry on tourist visa's.

Only issue is the she has been grilled before and might be grilled again, nobody can tell in advance.

Have her bring any proof she can get from her school. I just met a girl at the consulate the other day when I had my interview and she told me that one time she was visiting her fiancé and all she had as proof to home was her student ID (which was in German and she didn't even have an official translation with her). She got sent to inspect her suitcase (which they sometimes do to find evidence that she/he is bringing things that indicate that the person will not be going home anymore) and they found study cards in her suitcase so she explained that she is studying for a test that she needs to return home to and that is why she has all those study cards with her. While I think she was extreeeemely lucky to get away with so little evidence it also shows that even little things can convince CBP of the truth.

However I always brought substantial proof from my school with me. First time I brought an English letter from the student office stating that I am enrolled in this program and that they expect me to return to continue my studying.

If she can't get a letter from the student office (which I personally think is strange if you say that she can't), she can ask a teacher to write a letter for her. One time I was going to the US to visit my fiancé I had a teacher of mine who was the one that was going to evaluate my Master thesis paper write a letter for me. I sent him the text I wanted him to include which said that in order for me to obtain my Master degree I would have to come back to Germany in order to do my defense presentation in person. While that was technically a lie because my teacher had told me that he would also be willing to do skype presentation, I promised him that if he writes me this letter I will return home. I'm sure she can ask an official from the school to write her a letter like that. Make sure that it has the official school's letterhead though. Good luck!
