I have a unique problem.

I married last month in Hong Kong and planned to file a K3 visa which would take 6 months

when I returned my school hit me up with wanting to hire her for the fall term due to her language abilities in Asian languages.

I called the USCIS in Washington to advise on best plan to file given factors they said just file a visitors visa and get her here legally then do the conversion after she is here no problem.

but how can I file just that if they know she would be staying would that not be reason for denial in the first place ?

if the school files the work visa it would still take longer than when she would need to be here to start the job Ie. I guess why USCIS said just file the visitor Visa instead

but I don't want a denial on record what would be best route to which visa and recommendations as to how.

other problem my school cant offer the job until she holds an actual interview for the position although there is no one here to fill the position but her anyway due to special skills in Asian languages. so the school can not offer that job officially without an actual visit here.

The only fast track for your wife to start working in your school is your i130/K3 petition process (NVC will close your K3 petition if it receives approved 130 first which is very likely given the similar processing times)

Work visa is a waste of time - a lengthy process, her job has to be qualified to go thru work visa petition, has to go through lottery.

Visitor visa - approval depends on her likelihood of returning back (applying to work in the school will just result in denial). Even if she gets approved, she can't work in the US on visitor visa.

And that was my problem why would they tell me that ? I have been trying to do this right but I also did not anticipate the interest by my superintendent to place her to work.

K3 if it happened would be a year as would CR1 give or take.

Presumably the School is a non profit so the H1b cap does not apply, and she has a degree in the subject and the job requires that degree.
