Without a cosponsor she will be denied. You must make 125% of poverty guidelines or find a cosponsor who does. No exceptions.

She will be denied for lack of enough income due to the requirement. Find out first if the consulate in Manila accept co-sponsor, and that you need a co-sponsor.

They are doing a spousal visa, so they can have a joint sponsor with the I-864. It gets sent to the NVC, not Manila.

if you lied... you will have a record w/ them and this will cause problem in the future.

you might want to consult the immigration poverty guidelines http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=73c63591ec04d010VgnVCM10000048f3d6a1RCRD

of course not, you need to get a joint sponsor for the interview or she will be denied.
