hi

you can go marry her in her country. come back and file for her

the process takes currently 2 years for spouses of residents

the k1 and Cr1 are for fiancés and spouses of a USC, probably there was a confusion because you posted in the wrong forum

this thread should go in spouses of LPR

not petitions for fiancé of a USC

K- 1 and CR-1 are not an option as OP is not a USC.

F2A and the process take nearly two years. If she has a valid tourist visa, she can marry you in the US and leave to file the right petition.

01/13/2016: I-129F filed  07/15/2016: K-1 visa in hand
10/13/2016: Filed AOS + EAD/AP.   07/07/2017: Permanent resident (Conditional)

Inncorect he is a LPR not a US citizen. Petitioning for a spouse of an LPR takes about 2 years..

You can only file for a spouse as an LPR. Takes approximately 2 years.

This is correct. He will have to get married in her country and petition. Theoretically she could get married on a tourist visa to the US and then return home while he petitions. But the tourist visa would most likely get denied because there is immigration intent.

It doesn't matter where you marry, as long as you get married and later file for her

so do that as soon as you can or as soon you both are ready to marry

as stated, the process currently takes 2 years

There is probably 0 chance she'll receive a tourist visa to get married in the USA. Mind so, even if you get married in the US there is no adjustment of status available. She'd need to go back anyway. So not sure if there's a point.

Be prepared for over 2 years of waiting for the process to be completed.

Read the guides. Or here https://www.uscis.gov/family/family-green-card-holders-permanent-residents  (simple Google search)

It's a DIY website. At least bother to read basic guide of the process before asking detailed question that might come up after you do your research.
