Best way for wife to visit the US

Me and my wife have been married for almost 5 years, have had an approved I-130 for 4 years and have had our CR-1 waiting for interview for 2 years.  Our initial CR-1 interview was rejected because our sponsor did not make meet the 125% poverty guidelines. Now our sponsor meets the poverty guidelines but our plans to move to the USA has changed. I am an American citizen and our daughter is an American citizen. We have no intention of immigrating to the US at the moment hence why I have delayed the interview. I wanted to know what is the best way to visit the US for tourist intentions and not for immigration reasons.

The name might give you a hint - apply for tourist visa.

I was thinking about that but she doesn't have any assets or any proof that she wouldn't stay in the US especially since we have an approved  I-130. So wouldn't the US officials think she's going to stay in the US?

Yeah probably. But that's literally the only option.

Yup...tourist visa is the way. Whether or not she is deemed eligible for one is another issue, but that's the one to go for.

If you have no intention of immigrating, why don't you just call up USCIS customer service, explain the situation, and ask them to have an agent/officer send you an official letter containing instructions as to how to proceed? Nothing says "I did it your way" like a sheet of paper with the USCIS logo on it...

She will not be issued  a visitors visa, due mainly to her having her US Citizen  husband in the US who already filed for her and is delaying the process from going forward with interview due to financial.

 

That will raise the red flag faster then any other flags. 

In their minds, easier to come on a visitors visa, never leave, and do AOS when things are better financial wise  for the Petitioner-US Citizen.

June 5th,2019   USCIS received my response on the  NOID// Addressed the NOID myself, No lawyer ever used in case.

July 1st, 2019  10 YEAR GREEN CARD APPROVED

July 5th, 2019   Approval letters for I-130 & I-485 received in the USPS  mail.

July 11th 2019   Green Card in Hand

Just in case you missed it in the responses...that's not the way USCIS works at all. They won't send you that kind of letter, nor would it impact a CO's decision. USCIS has nothing to do with tourist visas anyway (and actually nothing to do with any visa...just petitions to allow you to apply for certain types of visas).
