OP was given a heads up last year. Cape Verde, we do not have many members going through there, I think it is a very small Consulate, maybe a one person? House is primary resident so will not count. Job is just a year and a bit, unclear what the income levels were before then. Nothing mentioned. I assume the job is regular employment and not self employed? There may well be other factors not mentioned.

You cannot expedite a B, you can apply for an emergency appointment and go from there. I assume the father is in AP and there is nothing you can do about that. Best bet is for the mother to travel.

I would have called the Civil Surgeons now, I would not wait to sort out whatever is missing. Some CS's sort out the missing themselves, some send you to get them done. Possible that the new application and the medical are ready together or near enough.

Perhaps it is me but I did all the filing as I was the beneficiary including making sure my Medical was good to go? I would send it all in together, I do not like RFEs.

On here Utah is quite common and seems the easiest cheapest and definitely legal route.

I think you are getting way ahead of yourself. The opportunity to file a waiver would be a massive improvement to your current situation. Let us take a positive view and that the case does get sent back to the Consulate, I do not know enough about your case to know what the Consulate would then do, I would have the waiver in mind and see what happens.
