It's so hard to say what will happen...but I hope we start seeing small progress soon! So many waiting for interviews in Mumbai!

Today, a federal judge ordered DOS to not use the proclamation as an excuse for not issuing K-1 visas: https://www.courtlistener.com/docket/18450386/milligan-v-pompeo/ So your fiance should now be able to get the K-1 visa. But if he doesn't meet one of the exemptions (e.g. biological parent of US citizen child, NIE, etc.) then he can't travel directly to the US. He would need to go to unrestricted country (e.g. Serbia, Croatia, Turkey, Mexico, South Korea, etc.) for 14 days before attempting US entry. Here is an example of someone from Spain spending 14 days in Mexico before going to the US with K-1 visa:

We got our NOA1! We filed on 10/13 and got NOA1 yesterday. Just thought I'd share to give a bit of hope to those just starting during these wild times.

Easy solution.  Contact @Loren Y and schedule a trip to Las Vegas.  Loren has graciously offered to perform marriages for VJ members.    You won't find a better offer than @Loren Y, imo.

Please post back if you manage to get the marriage certificate in 2 weeks. I'm doing weddings almost weekly here in Vegas because everyone is still saying 4-5 weeks to get the certificate. I'm getting them in under an hour still. You may want to check with the county recorders office to verify that 2 weeks processing time. Unless "the guy" you talked to was from the county office. This was pretty much only LA county, if you got married in another county, then maybe a few weeks is feasible.

There is a good possibility as India loosening more restrictions after Oct-15, including upto 200 people for indoor gathering which basically allows Mumbai consulate to have twice the people they currently allow. One more thing I noticed with other embassies is that if the Travel alert is Level 3 or below, they have resumed K1s. India is currently at Level 4. Let's hope it will be reduced to Level 3 after Oct-15.

A few things to consider:
Expect that you would be filing an I-130 for the child and that will take well over a year. 
Expect the child to be significantly behind in school when coming to the US unless the child is in an international private school in the Philippines.
 
I volunteer at an immigration clinic and leaving a child behind and having them come later is one of the biggest regrets I hear.   It is right up there with I wished we never did a K1.

I had to new a new form because I filled out the 864 instead of the 134 . So wrong form . But it’s corrected and she’s about to be on her way !! 

Your right! That's a good idea. Of course my offer is still available, and I am at the Wedding capital of the World. The OP is welcome to make their way to Las Vegas,NV for the destination wedding they are looking for. Hi! So my fiance ans i are toying with the idea of a destination wedding. Can he travel outside of the US during the 90 days? What if when he gets the k1 visa approval we travel to our destination spot BEFORE he enters the US? We have our ceremony there then fly into the states and get our marriage certificate all before the 90 days, obviously.

Wanted to add that you don't have to worry about the embassy at the moment. The first steps is to send the application to the Texas lockbox and then this info gets sent to your local processing center in Oregon. From there, the NVC/Lagos comes into a play. Sign up for the texts
