    My friend submitted without it but included a note that he was unable to obtain the police certificate  due to COVID and will bring to the interview. He got DQ last week.

    I just got off a chat session with a live agent and she told me that my case is now being handled by TSC (Texas Service Center) which is 👌. She mentioned multiple times that: "case is still inside normal processing time". I asked her that considering my case had been transferred from to TSC from California, if I should now follow TSC timeline. Again she repeated that same line above and proceeded to incorrectly reference the notice date 20190ct15 as my Priority Date(PD) instead of the proper PD 2019Oct10, clearly indicated in the IOE. When I pointed that out, got same responce. She asked me multiple times to check again after May 15th and at that point I found it useless to continue using logical reasoning. She also mentioned that those dates are also updated the 15th of each month so I guess I am going to check again this Friday. My question to you folks is:
    Have you asked what is the process in case your case is transferred to another Service Center? Logically sounds like the case should follow the Processing Times of the new Service Center, but with immigration there is not such thing as logic.

    Yes,  you should follow the Processing Times of Texax Service Center. I hope you get approved very soon.  Good luck!

    A wet signature is required for I-864. The petitioner has to physically sign the form, they do not  accept electronic signature.

    Has anybody had success trying to submit without the PCC, or will the NVC simply return the application as incomplete even with the current situation?

    Write a letter of explanation and submit to NVC.

    My Priority date was  June  26, 2019 and all documents submitted on feb 24 at NVC. I was worried because I uploaded some add documents only four days ago . Got DQ'd today 05/06/2020 Got 'NO' RFE's or such in the whole process.
