Would be awesome if we could get a clear cut explanation that isn't open to interpretation. Here is another email response I got when asking about the EOs. This is also what leads me to believe they aren't processing K1s because of the US ban. 
 
The recent presidential proclamation from April 22, 2020 (10014) and June 22, 2020 does not apply to K1 applicants. However, K-1 applicants residing in consular district are still subject to the presidential proclamation from March 11, 2020: https://www.whitehouse.gov/presidential-actions/proclamation-suspension-entry-immigrants-nonimmigrants-certain-additional-persons-pose-risk-transmitting-2019-novel-coronavirus/   Due to the COVID-19 outbreak, the U.S. Embassy in Stockholm is suspending all routine visa interview appointments, pursuant to this Presidential Proclamation. As we have previously explained, no K-1 petition will be sent from the National Visa Center unless we can go back to normal operation or if any exceptions apply (as an example, some K1 applicants might be a parent of a minor U.S. citizen which could warrant an emergency appointment). K-1 are not considered mission-critical and falls under routine visa services. At this time, we are unable to speculate as to when we will resume routine visa services. Please continue to monitor travel.state.gov for any updates.

Hopefully things will start to open up soon and you guys will be able to continue forward. It kills me not being able to go visit Finland or bring him here to visit.

Your story sounds similar to mine! Met my Norwegian fiance through a video game as well! I was previously married, and actually met him during the ending of that marriage. We did not use a lawyer and had no issues at all getting the petiton approved. We are waiting for the embassy to open for his interview and don't anticipate any problems! It's all about how solid your current relationship is. If they believe it's genuine, you'll have no problems!

I took it as the US travel ban on the Schengen countries. No use in issuing a visa that won’t be allowed in...

I emailed the embassy and this was their response. 
 
Since the case is still at the National Visa Center, you do not need to do anything at this point.   Once travel restrictions are lifted and we resume full visa operations, case will be forwarded to us.  If I-129F has expired by then, you will be asked to send us proof of your long distance relationship, and validity of I-129F can be extended by the Consular officer if she/he is convinced that you are in relationship.

While I'd like to hope we'd get a helpful response, I'm sure it will be "once the embassy resumes routine visa processing"

The website says they aren't open for routine visa services. I have written them a couple emails asking for an update on K1s and they have said that they will not be processing them until the are open for routine services and the ban is lifted.
 
This is the response I received when asking about my petition expiring on the 27th.

Sweden embassy finally updated their website. Still not open for routine visa services.....guess it doesn't matter anyway since they won't process K1s until the travel ban is lifted or modified. 

Looks like they updated saying they are still closed for routine visa services. 😭

Someone really needs to explain me this:
If a student can travel and attend school and probably go to parties, why then keep thousands of families apart?! Good f***ing job!

Well it's all happen very fast now! We have an interview July 21 (they didn't wait for us to contact them, as they had previously stated) and we managed to schedule a medical appointment in stk the day after!

Applied for my naturalization yesterday. I'm thankful that the Norwegian government changed the laws so dual citizenship is allowed. I would not have applied otherwise.

My fiancé just told me that Norway will be opening borders for loved ones of Norwegian citizens. A form will just have to be filled out with evidence that you’ve had a relationship for longer than 9 months. So atleast I’ll be able to visit if the embassy doesn’t start processing K1s soon!
