How old are your children? We did this before. My daughter birth certificate parents was my parents. We had to hire a lawyer in the Philippines to help us fix the birth certificate then hired a lawyer here in the US to help us file the petition and provide all the necessary legal paperworks to bring my daughter here. We did a DNA requested by my lawyer to file along with I-130. It took us almost 3 years until finally my daughter moved here. We spent lots of money sending money for my daughter to go to school back home and all the things she needed. Me flying back home to see her every year and the attorneys we hired. I kept all the receipts and remittances copy and my itineraries and pictures.

I understand its hard talking about private matters but if you want accurate advice you have to give us the whole story. Very often in immigration matters the specifics of the situation matter a lot. 
 
Can you please provide some more info? What is your status in the US? Greencard? Citizen?  Have you ever filed any paperwork with USCIS before? Did it ask for you to list your children on it and if so did you? Was your parents being listed as the birth parents a clerical error or was it intentional on your part? If so why? You also seem to be from PI which has specific custody laws. Going to ask a few members familiar with that region to comment @Hank_ @Greenbaum

My fiance worked in Lebanon at one time also, since then shes working in Hong Kong currently. She can contact the Lebanon Embassy now for whatever time it takes to get the clearance papers? Is a attorney needed to get them to process it?

About visa since i choosed hime delivery I recieved my visa after 10 working days coz my address is provencial..
If around manila i think you would recieve it in 5working days😊

Like @aleful said, you have up to 1 year after POE to pay the fee. For the fee, USCIS accepts credit cards. Also, it's an easy way to get credit card rewards, for applicable credit card programs.

The government strongly urges you to pay the fee before you leave for the U.S. You will not get a green card until the fee is paid. Your husband can pay the $220 online. Why wait to pay it?

the payment of the card has nothing to do with coming to the US, it won't affect your booking a ticket
 
you have your visa in the passport and your packet that's all you need,  your husband can pay for the card whenever he wants to, you will have a year to pay for the card

Looks fine to me. Only the plastic was opened to get the passport, not the visa packet.

No need to re-seal the plastic. As long as the manila envelope is intact (I believe USEM still cuts the corner so customs can see it's only documents inside), you're good to go.
 
If you're still unsure, please post a photo of the package (and block out any personal information, if any).

Assuming no issues, SLEC will hand you a sealed packet on day 2 to hand deliver to the embassy (USEM).
Edit: This assumes you are going through Manila (based on your profile flag)...if your timeline is accurate and you are going through another consulate, then ignore the above.

Did you already buy plane tickets to the USA or do you mean leave Manila for Roxas City? How did your sister send the documents to the Philippines?
 
You FIRST have to actually get the paperwork and then send it in to the embassy, only then will they will look at it and approve/deny your asawa's visa. Once they receive all the documentation they need then it could take several days or weeks before they act on it.
 
Edit. If you are responding to someone PLEASE PLEASE PLEASE quote that person so that they can see when you respond. I never saw that you responded to me until almost 6 hours later.

why you are not able getting the Police Clearance in les than 6 months?
