You're not a US citizen, are you?  So that's not an option. 

Why?  Would that be fair to people who are robbed domestically?  I don't follow your logic.  In any case, the reason it's so expensive is because they can't issue green cards willy nilly to whoever claims they lost theirs.  It's an important document that opens the door to many benefits, so there's an expensive process behind it to ensure it's not abused.  If you're not happy with this and you are a US citizen, contact your senator or representative.  I'm sure they'll get on this right away.

Yes, you are correct.  The public charge determination would pertain to the alien, and the benefits in question would have to be received by the alien:
 
§ 212.21 Definitions for Public Charge. For the purposes of 8 CFR 212.20 through 212.24, the following definitions apply: (a) Public Charge. Public charge means an alien who receives one or more public benefit, as defined in paragraph (b) of this section. Needless to say, I'm not giving you legal advice.  But I'm glad we can have a conversation based on what the thing actually says.

Ah, now we're talking facts, not fiction.  I think the answer to your question is yes.  Here's why.  The proposed reg excludes from Medicaid benefits, among other things:
"(A) Benefits paid for an emergency medical condition as described in section 1903(v) of Title XIX of the Social Security Act, 42 U.S.C. 1396b(v), 42 CFR 440.255(c);"   So emergency benefits would be permitted.  But how, you may ask, are these defined?   42 CFR 440.255 states:                "§ 440.255 Limited services available to
certain aliens.
(a)
FFP for services.
FFP is available for services provided to aliens de-
scribed in this section which are nec-
essary to treat an emergency medical
condition as defined in paragraphs
(b)(1) and (c) or services for pregnant
women described in paragraph (b)(2).
(b) Legalized aliens eligible only for
emergency services and services for preg-
nant women. Aliens granted lawful tem-
porary resident status, or lawful per-
manent resident status under sections
245A, 210 or 210A of the Immigration
and Nationality Act, who are not in
one of the exempt groups described in
§§ 435.406(a)(3) and 436.406(a)(3) and who
meet all other requirements for Med-
icaid will be eligible for the following
services—
(1) Emergency services required after
the sudden onset of a medical condition
manifesting itself by acute symptoms
of sufficient severity (including severe
pain) such that the absence of imme-
diate medical attention could reason-
ably be expected to result in:
(i) Placing the patient’s health in se-
rious jeopardy;
(ii) Serious impairment to bodily
functions; or
(iii) Serious dysfunction of any bod-

The "public charge" prohibition has been part of immigration law for 130 of those 200 years.  Nothing is being smashed with a hammer. 

Also, that article is from August 23.  The reg just came out two days ago. 

More importantly, that article was published a month before the regulation we're discussing came out.  Tells you everything you need to know about the level of discourse around here.

That makes sense to me.  It's hard to imagine that the question is intended to suss out the "political" affiliations of 7-year olds.

An infant who needs specialized care after birth could run up a bill in the MILLIONS. I just spent 5 days in the hospital of which only 2 were in the ICU and the bill is upwards of $50K and all bills are not in yet.  Imagine  the bill for a baby with a 2 or 3 MONTH stay in the NICU. Your claim that you can afford it is absurd.
 
Why would any physician want to take on a patient late in her pregnancy?  Does your wife plan to try to cross the border for routine medial care during her entire pregnancy?  Is she willing to take whatever doctor will see her or are you going to claim that a physician of your ethnicity will give her priority treatment and deny an American care because of her?
 
You admit you don't want to be Canadians. Why did you deprive others of that privilege? Canada deserves to admit people who intend to be loyal Canadians and not just be using it to go to the US.
 
During your time on H-1B, did you bother to obtain professional licensure?  Be careful about claiming to be an engineer. Be very careful about your US employers.

People are interested in giving birth in the US because they want their child to be US citizen - they also often think that giving birth in the US give parents some magical US legal residency or rights. Which it doesn't.
 
Also there is no "I want anchor baby" type of visa. You just apply for B2 visa, tell officer at POE your plans and hope for the best.
 
IMO the whole thing allowing babies of foreign parents to automatically become US citizens is ridiculous.

Most of the English test IS the actual interview.... If you can talk & understand English.

I have no idea what you're trying to say.  I think the English part of the interview will be a bigger problem than your travels.
