You're fine to apply. Just know the consequences if refused. being refused is more likely than not while mid-process.
Return tickets have no impact on the decision. You could just refuse to return home on a whim. Actually, it is highly suggested not to have tickets until the visa is in hand.

Your last sentence is debatable to say the least. Do you actually know what time and work they put in? Do you know about how background checks are conducted for visas? Do you know about administrative processing? If you don’t actually know how much time and what work is being done in the process, you have no grounds to make a sweeping statement that there’s not enough effort there. By all means make that statements if you think it’s justfied - once you actually understand what you’re saying.

Normally we find people exaggerate wildly about “everyone is refused” but in Haiti’s case that is not so far from the truth, with a 71% refusal rate. I’m assuming the issue is more overstays than fraud per se for Haiti.
OP, the link above in geowrian’s post will be useful to you to help you evaluate others who we sometimes see claim “everyone” is refused yet in reality there may be a 15-20% refusal rate.

Yeah, some countries have massive levels of tourist visa fraud.

Note that these are "adjusted" refusal rates. What this means is that if - in a single fiscal year - somebody is refused multiple times then they are only counted as one application. If they are refused and later approved on a subsequent application (in the same year), they are only treated as an approval (the refusal is no longer counted).

Okay so my wife just got 3 texts from USCIS confirming they have received our application! I assume that's one each for the I-485, EAP and AP applications.
I guess that means don't trust USPS tracking - it must never have been scanned for delivery. What a relief! 😎

Nothing you can send. She will be approved or denied based on her merits alone. Documents regarding yourself, your financial situation, etc. will not be taken into consideration since it's essentially her application for her tourist visa.
She can bring evidence of compelling reasons to return to Mexico (ie. property ownership), but more often no documents are asked for or looked at since everything the CO needs is presumably on the DS-160.

As noted already, the list of countries included in the VWP is based on several factors, primarily revolving around abuse of tourist visas. Countries are added to, and removed from, the list as fraudulent use of tourist visas goes up/down. It's not based on who are allies or not (not that "enemies" of the US should be included IMO...but there are plenty of allies not in the program as well).
What are some suggestions of countries that should be added/removed, and why?
The issue is the INA explicitly requires the CO to presume every applicant has immigrant intent. It's not that somebody is denied under 214(b) because they have shown immigrant intent...it's that they haven't overcome that mandatory presumption. Merely not showing immigrant intent is insufficient.
Edit: Also, I'd disagree with the characterization that people are refused for "arbitrary" reasons. The CO has full discretion. While not technically incorrect, arbitrary implies there is a randomness involved instead of an evaluation.
For comparison, I would relate it to something like ice skating judging...they have guidelines to go by in which they use their discretion. They don't just pick scores arbitrarily.

Part 3 #4a would be a yes. Provide a brief description.
While not strictly required, people have received an RFE for arrest and court documents even with these types of crimes. I suggest sending them just in case to help avoid an RFE. They seem to ave really clamped down on the criminal history of aspect.
RFEs are still issued. They just issue NOIDs more often for missing required documentation (not supporting documentation).
I'm not sure how the cop played any sort of trick.
The MIP incident needs to be disclosed as well. This includes any arrest, charge, citation (other than certain traffic violations) , etc., even if it doesn't appear on public-facing background checks, has been expunged, is sealed, was pardoned, etc. As noted, they will know the answer anyway.

This can also apply to VWP travelers, i.e. CBP can deny entry. Only US Citizens are guaranteed entry.

You do understand that the whole reason that people have to go for a tourist visa interview is that they have to prove Non-Immigration intent. Once they are able to prove that then more than likely they will get a tourist visa. The countries that are in the VWP are usually countries where there is less immigration intent to the USA.

To add to the above:
It's about 2 years for the priority date to become current. It wold likely be closer to 2.5 years from I-130 filing to interview.
No idea to know how long it will be after interview to the visa being issued as that depends on how the interview goes, if there is extended AP (common with Pakistan due to the PCCs not being trusted), etc.

The color passport-style photos must be 2 by 2 inches. The photos must be in color with full face, frontal view on a white to off-white background. Head height should measure 1 to 1 3/8 inches from top of hair to bottom of chin, and eye height is between 1 1/8 to 1 3/8 inches from bottom of photo. Your head must be bare unless you are wearing headwear as required by a religious denomination of which you are a member.
Using a pencil or felt pen, lightly print your name and A-Number (if any) on the back of the photo.
(I would print their name in addition to the signed)

Congrats!
If you can't drive to get a stamp, then there's not much you can do. As long as it's within the processing time (and it seems to be based off VJ), you have to wait, but the only way to get an extension is to get a stamp. You won't be out of status without it, you just won't have any proof that you are in status.
