  1. A Green card for the 13-year-old might not be a good idea at this time. He can't live in Canada as a US Green card holder. As you stated, visitation is quite easy for Canadians.
  2. I should have said Welcome to Visa Journey. Sadly, US immigration is a long process....especially for siblings....and even longer for some countries.
  3. From the Visa Bulletin. Adjustment of Status applies only to applicants who are already in the US. Sister is outside the US. The sister will be applying for a visa, not adjustment of status....in about 20 years. Table A indicates when F4 visa category petitions become current.   20. I have never heard of this letter being issued after a Green card. As @Ontarkie stated, If you never filed for Removal of Conditions (if required), then, that is an issue, too.
