Overall, with a valid AP you should not have any issue with CBP. I would definitely go to the F4 interview, but I am not sure what to do about the passport. I assume she has another form of ID, so she can explain to the consulate that they already have her passport, but I am not familiar with Islamabad, so I am not sure if she can even get inside for the F4 interview without a passport.
