We saw something similar several years ago when a Yugo was blown off the Mackinac Bridge. There were studies to change the railing system to something like a Jersey barrier to reduce road level wind. In the end, the engineers won out as this bridge was designed and built after the lessons learned from the first Tacoma Narrows suspension bridge to allow the span to be more of a wing in the wind by using tubular open side rails and inside lanes of steel mesh. What was done though was to change what wind conditions would lead to a temporary closure of the bridge.

So the question is did the local pilots dismiss the tugs or the ship's captain. I am not an expert sailor, but I thought when the ship was under control of local pilots they had full control within the waters they are paid to pilot. The second video @Boiler posted has a pretty good hypothesis. You can see the ships lights go out which I guess was an indication it lost power and and steering. I heard they sent out an SOS and apparently dropped an anchor to try and arrest the forward movement. As to tugging out of the harbor, I am not sure if that is a requirement for a port like Baltimore.

The statute is a joke. By the wording of the statute, the judge and AG committed fraud during the trial when they valued Mar A Lago at only $18 million.
