K1 doesn't get all the perks. They cannot work of travel for a very long time after entering the US. cr1 has green card and ability to work immediately, and the fees are less. From filing the petition to interview was only 6 months for our cr1. And at the majority of consulates, the NVC does the scheduling of the interview, not the petitioner or beneficiary

Sorry to hear about denial. The non-impediment is on the letter in your packet 3, also we had a discussion about it. I am not sure how you missed it.
Sigh, I know that you are upset, but degrading others does not help. Your fiance has a criminal record. Marijuana is illegal in JA. Also, admitted drug use. The one year ban is a year. There is no breaking it up. The one year starts now. Your fiance has to prove he is drug free, by going into rehab and/ or frequent clean drug test results over the one year period. Be thankful, it used to be three years. You can then reapply.

Police Certificate is valid for one (1) year from date of issuance.
Non-Impediment to Marriage, can't find an exact expiration date but I'm sure it doesn't expire in less than 6 months. Complete your DS260 so you can get your appointment date and begin ordering your certificate, they can take up to 21 days for receipt.
Good rule of thumb: Order police certificate & non-impediment after you get your NOA2.

If it was Jamaica, then they are not going to come out and say it was age difference. They were not able to prove a viable relationship to the IO by the proof they provided. In addition, the IO in JA read every document and ask questions based on what you provided to them as proof of the relationship. If beneficiary could not answer questions about their evidence, then they are denied. It has nothing to do with age.
