So how does that work?  The visa has been printed and affixed to a passport, but in the system, it's refused?  Does DOS stamp it as "refused" so it can't be endorsed when a person wants their passport back?  Seems messy.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

The document does not elaborate further unfortunately. I agree that the whole thing is a mess and is completely unnecessary. But this behavior is not unexpected for this current administration.

At this point, I see nothing which affects USCIS.

An I-130 isn't a visa application, so it has nothing to do with this new ban on visas. 

 

And depending on who you're petitioning, by the time the I-130 is approved the ban may be long over anyway.

I hope filing I-130 won't be banned, it's just the nature of how chaotic things are these days! So, bottom line, for now, no need to worry about filing I-130..and like you said by the time it's time for immigrant visa issuance, it's going to be 10-20 yeasrs from now!!

Oh, so you're petitioning an adult child? In which case, definitely no need to worry about the ban for now! The visa application is a long way off.
