For those of you married to a Filippina, you already know who Rodrigo Duterte is. A past president of the Philippines.  Prior to that he was the mayor of a town called Davao. He was elected by a landslide. When he was elected Davao was one of the most dangerous cities in the world.  When he left office it was one of the safest.  He announced, "Drug dealers use now or you will leave in a box."

 

He with his no nonsense approach to fighting crime and corruption are legendary. He was a very popular President also.  If you committed crim the punishment was swift and harsh.

 

The son of Fernidand  Marcos came to power.  He is super corrupt.  Duterte was a thorn in his side. The current President let the international criminal court go into Davao and arrest Duterte and charge him with crimes against humanity.  Extrajudicial killings.

 

He remains locked up in the Hauge.

Which I 100% know has less implications than releasing the countless strikes information done in the past, especially to a closed door session in congress. I'm also talking about how it's wrong and a Geneva Convention violation to double-tap, you know why? Cause the Nazis did it in WW2

past experience paints a profile, this one fit it quite well

a "go fast" boat - check.  visual surveillance confirms a cargo - check.  cargo is packed like many other previous boats that were carrying drugs - check.  and of course,
it moving, acting, and quacking like a duck.
i would not be surprised if there is humint reporting boat departures, along with other methods of intel collection.  not much happens in the gulf without the us knowing about it if the us having an interest in monitoring things.  in short,  it's not exactly rocket science to figure out it's a drug boat.
