You could try the regional forums, here people are normally looking at US visas.

Some Russians after they gain citizenship let their Russian passports expire since other passports may be more valuable.  Also, it is a pain to renew the Russian travel passport unless you regularly travel to Russia.

Since she lives in Kazakhstan, I assume she is looking to interview at the US consulate in Almaty.  Current wait times for an interview there is about 4 weeks.  All the US consulates in Russia are not processing B2 applications.
