Put the income of the person sponsoring you. 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

If the joint-sponsor filed the taxes with spouse ($0 income). NVC will ask for W-2 form of joint-sponsor. You may submit it with other tax documents to avoid the delay

Do I write in $0 even if they work? My joint Sponsor makes enough. He filed taxes with his wife but we're not using her income. But we're still filling a 864a for her.

Just put your join-sponsor income on I-864 form. There is no need to submit I-864A for joint-sponsor spouse if you are not using her/his income. W-2 form income of joint-sponsor will be used to determine the income requirement. Do not submit documents that are not required by nvc (my 2-cent advice, sometimes it delays nvc processing). Carefully read I-864 instructions. You do not need to put $0 in any form if you are not using that income (I-864 form is not about work. It is about income you are using).

I've read plenty of posts on this forum and others stating that you need a 864a for the spouse of the joint Sponsor even if you're not using their income to qualify.

It is up to you. I have same situation like you(tax file jointly, spouse no-income). I have not submitted I-864A from co-sponsor spouse. NVC  only asked for W-2 form. I am already DQ
