Police Clearance from Lebanon - Help!

Help! We finally got everything together, DQ'd, expedited, etc. It's been a long process - since 2019 with the Covid delays. Now my mother in law will have her interview in a few weeks. We were looking at the check list that we got once approved for an interview to find that she needs a Police Clearance from Lebanon because she worked there 27 years ago. I am so flustered with myself that I didn't know about this clearance until now. It was in a check list we got very recently. She has no documentation, employer there, etc. anymore or a passport from back then- it was 27 years ago. Has anyone had experience with this? What can we do? And is there a way to move this process faster? The consulate for Lebanon in the Philippines said that WITH all the documentation (that she doesn't have), it will take 5-6 months which means her medical will expire. Thank you in advance.

It seems like there is no exception. Might have to redo the medical after you receive it.

Available: The "Judiciary Police Record" is issued by the Judiciary Police Department, Internal Security Forces, Minister of the Interior and only shows final court decisions, final convictions, and/or court sentences.

After completing his/her sentence, an individual could request that the Ministry of Justice remove the sentence from his "Judiciary Police Record" after three to ten years, depending on the type of crime. In 1992, the Lebanese Government issued a "General Amnesty" for all crimes committed before 1991. Also, in 1996 the Lebanese Government issued a "General Amnesty" to all drug charges-related crimes committed before 1994.

The criminal records are indexed and in alphabetical order. They include, in addition to the individual's name, the number and place of each individual's place of civil registration. The "Judiciary Police Record" is issued in Arabic and signed by the Chief of the Judiciary Department.

Fees: There are no fees.

Document Name:  Judiciary Police Record.

Issuing Authority: Judiciary Police Department, Internal Security Forces, Minister of the Interior.

Special Seal(s) / Color / Format: There is no special seal(s)/color/format.

Issuing Authority Personnel Title: Chief of the Judiciary Department.

Registration Criteria: There are no registration criteria.

Procedure for Obtaining: To obtain the "Judiciary Police Record", an individual who is physically present in Lebanon must personally apply with his/her Lebanese identity card to the Police Record Department, Internal Security Forces, Ministry of Interior. The document will be issued within 48 hours.

Certified Copies Available: Certified copies are not available.

Alternate Documents: There are no alternate documents.

Exceptions: None   

Comments: For those residing outside Lebanon, the request must be processed through Lebanese embassies/consulates, but applicants may experience extremely long waiting periods before they receive the document. The "Judiciary Police Record" may also be requested through a lawyer having a power of attorney from the individual authorizing the request. The "Judiciary Police Record" presented by an individual does not mean that the individual is clear. It just states that "this person does not have any court sentence against him".

If when attending the interview a required document is missing, the IO will issue an RFE for said document. 

 

What you could do is get your MIL print the information provided by the embassy and present it when the officer asks for it. 

If possible, start the process to obtain the police clearance and get her present proof of that.

@Lemonslice thank you- if that is the case then it is what it is, but more than anything, concerned because she has no documentation about it anymore since it was so long ago. Don’t even know how she can get the police clearance. Hoping someone can tell me their experience.

Thank you. If necessary I will do this. Just worried that she won’t be able to get the clearance because she has no documentation about it anymore.

Maybe look into finding an lawyer who could advise on how to proceed?

Check with the Lebanese embassy in Manila. Maybe they can assist. If not, you can hire a lawyer in Lebanon and hey can get it for you. It will cost you few hundred dollars but it is worth it since it is needed.

You should assign a relative (spouse, sibling, parent, or child over 18 years of age) who is living in Lebanon power of attorney and ask them to submit a request letter on your behalf to the commander of the judicial police. They must apply in person and bring:

-Power of Attorney

-Copy of your passport

-Copy of your residency permit for Lebanon (if available)

-A letter from you stating:

   •Your residential address when you lived in Lebanon

   •Information about your employment/employer while in Lebanon (or the. school you attended)

   •How long you lived in Lebanon (give exact dates: from (blank) to (blank))

-Applicable fees

 

The commander will forward your request to the criminal record department where your relative who submitted the letter can obtain the criminal record. For more information, visit the ISF Interior Security Forces website."
