First he will need a valid visa presumably a B2 visitor visa.  I am not up-to-speed on the wait times in Tunisia for B2 visa applications, but you should be able to find that online.  You or your sister can help him fill out the DS160 for the B2 application, but he will be judged based on his own merits.  If your sister wants to travel with him, she will need her own B2 visa.

Good Luck!

He needs to apply for a B2 visa.  That also applies to your sister.

Also check Travel Insurance can get tricky depending how old old is

He will need to apply on his own. I will say that even if he cannot speak English he will easily be able to travel. If you inform the airline of his age and the limitation they often times can assign someone to assist him throughout the travel. My grandma has been traveling for the past 30 years and doesn’t speak any English. They always help her and ensure she makes it to the next flight during the layover.
