How long did it take you to receive the Welcome letter from the NVC?

From this site, it seems like a huge range, so I'm really curious how long it took all of you.

3 days . But it was an email . Don't think they mail anything 

Uscis approved me on 20 and nvc sent email on 23 this month

I got I130 approval document in the USCIS tab on Oct 11, and only got the NVC welcome letter (in email format) the night of Oct 15th. Give it a couple days, but yeah some people here have reported not getting anything at all, I'd say after 30ish days then you might want to call NVC directly.

I submitted multiple Public Inquiries to NVC asking them for my Welcome letter containing my case number but no response (they received my 1-129f approved petition from USCIS on April 1, 2022). I finally heard back last week from an email i sent aand instead of responding back with my case number, I was told my case was forwarded to the Embassy on August 2, 2022! Almost 4 months ago and I was never notified! I don't know ow how I am to follow my case if no one will give me my case number. Not sure how my fiance is to fill out the DS-160 and schedule an appt if I can't follow my case.

Filed my Mom's I-130 November 30, 2021.

 

Got approved November 28, 2022 at USCIS with no RFEs.

 

Case got transferred to NVC December 2, 2022.

 

Got Welcome Letter December 3, 2022 (time stamp was 2:48 a.m.) - my mom and I were copied on the email.

Wait, I thought this would take a long time now (December 2022), I see on the NVC timeframes site (https://travel.state.gov/content/travel/en/us-visas/immigrate/nvc-timeframes.html) that now NVC is creating case files for cases they received on Oct 17, that's 49 days delay. Did I understand this correctly? I think NVC only sends out Welcome Letter after they create the case files in NVC's system. How come all the people above say they received within a week or even only a few days?

The case creation timeline is not very accurate, it’s more of “When are you allowed to complain about not receiving your welcome letter?”. Things like online- vs paper-filed I-130 affects the welcome letter time, I’ve noticed. 

Also, case creation timeframes don’t apply to EB visas. Their case creation timelines are months after, unfortunately. There’s a post about it here:

Hopefully only 2 months after NOA2 :’) You’re fortunate with how quickly I-140s are processed, so you’ll still get your visa faster than most.
