Timeline

Hello, My mother's case has been DQ'd since April 30th. I am petitioning her to get her here in the USA . I am also a Naturalized citizen. I called NVC today and he said that the Manila Embassy isnt interviewing new cases, only the ones with the scheduled interview already that was cancelled due to covid. is this true? has anybody here who are DQ'd this year and got an embassy interview date yet? Its been more than a year since I started the process and we are still waiting.

It may be more than a year since you started the process, but note that (1) embassies were pretty much shut down for 3-4 months from March and have been operating at reduced capacity since, and (2) parent IR5 visas were among the ones banned by Trump, from April 2020 until Biden lifted it in March this year.  So there is a massive backlog of cases both from Covid and those that were DQ throughout most of last year /early this year that could not interview. It’s entirely likely that a case that DQ’d end of April this year is very far down the queue, unfortunately.

7/2019 priority date here and 3/2021 DQ. No interview yet. Doubt we will see interviews before Q2 2022.

@princesstammy Like all foreign posts, USEM also has some sort prioritization criteria based on sponsorship category. I believe the immediate relative IR categories are currently the processing priority, i.e. spouse and children of USC are prioritized over IR5 parents of USC over F2A spouse and children of LPR. Even though F2A (spouse and children of LPR) are current on the Visa Bulletin, we are still waiting for an interview at Manila post (priority date July 2020, DQ'ed Nov 2020)

@jskibo Can I ask which sponsorship preference category you are waiting for an interview? My in-laws IR5 PD were Jan 2019, DQ'ed Nov 2019, and had their IV's issued at USEM Jan 2020 just before the whole COVID situation stopped all visa issuance by Mar 2020

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

That’s the odd part. 
here’s the request I sent to NVC expedite. 

 

“Both of the below IR5 cases have been DQ’d since March 2021 and May 2021.  Both have July 2019 Priority dates.

 

MNL xxxxxxxxxx

MNL xxxxxxxxx

 

I have reached out the embassy in Manila multiple times to ask for an expedited interview date as this process is well beyond the normal timeline.  In each case they have stated they cannot schedule an interview as NVC has not forwarded the documents to them yet.

 

I’m requesting that both cases be forwarded to Manila and an interview be scheduled.”

 

I received a reply four weeks later asking for names and birthdates of the cases. Responded to that and a week later received this. 
 

“Dear Sir/Madam:

 

The U.S. Embassy or Consulate has accepted these cases for expedited processing. We will send these files immediately to the U.S. Embassy or Consulate.

 

If you have more questions about processing or the interview appointment date, contact the U.S. Embassy or Consulate directly. NVC will not schedule an interview appointment for your case. Your interview appointment will be scheduled by the U.S. Embassy or Consulate.

 

The U.S. Embassy or Consulate might request additional forms or fees at the time of your interview. Please be prepared to bring any needed items at that time.”

 

It could take up to two weeks for the U.S. Embassy or Consulate to receive the case files once they have shipped from NVC.

 

Please note: If your case was documentarily complete at NVC, you may receive an appointment cancellation notice from us. Please disregard this notice.”

Its very sad that the embassies let people wait for a long time & is very frustrating. My 2 kids has been DQ'd since Aug2020 & No interview yet, NVC just keep on sending the same messgs that my benificiaries is awaiting i terview in the local embassy....i recieved maybe 6x already telling 60 days/120 days bla bla.

It is irrelevant for them to blame the pandemic causes delays since covid is almost over & back to new normal & how come they issues many visas for businesses & student V based on the monthly visa issuance DATA.
