Owing back taxes.

Hello again,

USCIS finally approved my mom's I-130 and I got an email from NVC. My question is, I owe couple grand in 2020 taxes and I set up a payment plan. Will this affect the petition or do I have to pay it in full.

No. USCIS is does not have jurisdiction over how much you owe in taxes; that's for IRS to deal with. USCIS/NVC/USEM will be interested in the totality of your financial/income situation which will include your tax return transcripts. But it's not USCIS/NVC/USEM responsibility to tell you to go pay back your taxes.

Partially true. USCIS or USEM do reject cases/visas if one owes IRS and have no intent to pay. In this case OP is showing an intent to pay the taxes thru the payment plan with IRS and so won't be issues.

2015-09-23: NVC received file

2015-10-05: NVC assigned Case number, Invoice ID & Beneficiary ID

2016-06-30: DS-261 completed, AOS Fee Paid, WL received

2016-07-06: DS-260 Submitted

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

Trump owed back taxes and was able to sponsor for Melania. Whatever you do with this information is up to you

Except that info is likely not true.  Trump did not sponsor Melania for a family-based visa.  His lawyers probably warned him against signing an I-864.
