Filed on March 19th 2021 same day NOA1 from Houston Texas but online shows Nebraska as well as on the notice.

Similar to you, from Houston, I filed online on March 30th and received the IOE on same day with confirmation that it will be processed at Nebraska. Hoping that's where it remains..

I filed online March 8, had the online NOA1s March 9.  The paper NOA1s showed up in my mailbox March 12.   The postmarks on the envelopes were March 9.

Btw, does anyone know how long it takes to receive the NOA1 by mail after submission online?

We got the online receipt about 25 days after filing, haven't received the NOA1 in the mail yet.

I just checked with Ask Emma live agent support and found out that my case is currently pending at Texas Service Center (originally Nebraska Service Center as per online receipt confirmation).

Does anyone know if cases can get transferred multiple times to different service centers while its being processed? Or does it typically stay in one throughout the entire process?

It can get transferred but from what I've seen it usually only transfers once if it does. It's also hard to be sure where it actually is. Hoping they streamline the process at some point. IOE receipts are a start at least, maybe.

And mine, as well as several others I've talked to. Seems like the default for all online receipts is Nebraska. No idea how they process it, but from what I've heard from others as well as in my own experience, the IOE electronic receipt comes from Nebraska and then the petition is often sent to a seemingly random center that you won't  be told about unless you call and ask. For example, I live in Kansas, so when I got the receipt I thought Nebraska made sense, but when I asked USCIS they told me it was in California.

Hopefully 🤞they approve everyone's case within 2-3 months based on others timeline in the past.
