If case returned to uscis so its better to wait for there responce or file a new petition??

Filing a new petition is not wise unless you are certain of the reason for denial.  Not all issues are resolved with a new petition.

A return to USCIS is generally due to a serious issue not something that can be resolved by sending a document. Was is a misrepresnation in the document?

Thank u all...actually in our marriage certificate petitioner marital status was married it should be divorced...that a typo error. Now we corrected it..
