Is an Advisory of Marriage needed for a U.S. born petitioner for a CR-1 visa interview at the U.S. Embassy in Manila?  According to the U.S. Embassy Manila required documents web site, it is not required, but I have been seeing a lot of people saying they were asked for it when they went to their interview....

Get one to be safe.  Try ordering online.  It's true that the published checklist says it's not required, but other members reported being asked for it at the interview.  Strange, but who knows?  Anyway, it's one of the easier documents to get.

Hi Chancy.....I just checked the PSA website....As of 4 Jan 2020, you cannot order online through the PSA website.  As far as "easier documents to get"....that's not entirely true.  My wife had to spend 2 full days of waiting to get hers last month (with a 5 day break in-between).  I am not sure why other members are being asked if it their spouse are not Philippine-born and it is very clear instructions on the U.S Embassy web page checklist...maybe the interview counselors automatically ask for the petitioners CEMAR, and if they provide, fine, and if they don't, thats ok as well (as long as the spouse/petitioner was not born and lived in the Philippines).

Like you said...it is strange!

Oh?  This doesn't work anymore?  https://www.psaserbilis.com.ph/Default.aspx

That would be a shame if true because I really don't want to go to a PSA office for my documents.

No, it is not needed or required. The only thing required is a CEMAR

what is the purpose of Advisory for marriage ?

A Filipino thing to prove that that a party is married.   Because the records in the Philippines are just barely better than those in Pakistan.

So, just to be clear....only my wife needs the Advisory of Marriage (CEMAR), correct?  She doesn't need to get one for me....the petitioner....

CEMAR for the beneficiary.  I have only seen Dual Nationals needing a CEMAR at the consulate.  If you were married in the Philippines the CFO may want a CEMAR on the petitioner.

Oh mymy . is that because of  high rate fake documents or fake marriages ?

It because of poor records and lots of late birth registrations.   It is less of a problem now.

To All - I just spoke to the U.S Embassy Manila folks....a Advisory of Marriage for the US born petitioner is NOT required.  CFOs may be asking the beneficiaries during their interviews if they have one....nd they will accept it, however, they will not be given a 221g if they don't have (since it is not a mandatory requirement based on their documents checklist).
