CRBA while in U.S.

Hello all I have been a long time lurker here. I have been engaged and in a relationship with my partner for some time now. We recently welcomed a beautiful baby girl into the world, but the problem is I am in the US and unable to travel to Philippines due to covid-19 restrictions. My question is is it possible to file a CRBA from the states? Or will my significant other have to file? I am aware of the DS5507 form, but am confused on who I can get to sign it. The form says passport specialist, so does this mean I could go to US postal office and have passport specialist there do it? Sorry for the novel, didn't know anywhere else to ask. Tha js for any help or suggestions in advance!!

Thanks for the response, I am well aware of the embassy site. My specific question ls were pertaining to the DS5507 form and who can sign In The united states. The DS5507 is an sworn affidavit, saying I will support and take care of the child until they are 18 (basically I am the child's parent)

I sent all documents that were needed from me including the DS-2029 and DS5507. Included originals as well as copies, all my fiancé has to do is add our sons birth certificate and photos and send it to the Embassy.  The instructions for the DS-2029 gives a complete list of everything needed and check list that has to be signed.

Our only issue is the time it took to get PSA birth certificate ( 2 months).

A passport specialist is a State department employee who works in one of the regional passport offices in the USA. 
 

These offices are closed due to Covid.

Unless am getting something wrong, CRBA is for if the baby is born abroad. If she is born in the US, then she does not need to do CRBA, she just goes through the normal process of getting a passport. Was she born in the US?

The child was born in the Philippines. The US citizen parent can't currently travel to the Philippines because of Covid entry restrictions. https://ph.usembassy.gov/wp-content/uploads/sites/82/2016/10/DS-2029.2016.pdf "If the U.S. citizen parent transmitting citizenship to the child is not present, he or she may complete State Department Form DS 5507 Affidavit of Parentage Physical Presence and Support and submit separately. I had my Notary at the bank do it. I know, the instructions say to be signed by consular official. But I verified that since I was not going to be present at the time of the interview, I could have a state appointed notary sign it.

Did you have to bring all supporting documents with the application to have it notarized at your bank?

Yes, I brought everything in duplicate to have notarized, one to send to my fiance and one to keep in my files. My bank president was shocked that they needed so much notarized.

They say "only send copies", which I did but my fiance had to bring originals for the interview. 

Be sure and check and double check for ALL supporting documents as I missed sending the DS-3053, which gives my authorization to release his passport.
