Well I have seen somebody who wanted to do one of the long distance hiking trails, would reasonably take more than 90 days, not sure I would say that was evidence, they got a B btw.

Well it makes no sense. It's waste of paper work , time, money when one has ESTA privilege.  Its understandable when one has ESTA revoked.

Assuming they otherwise qualify for the VWP it is because someone whats to stay more than 90 days. Or maybe adjust, like an E2.

 

Most of the cases I have seen have not been that compelling, however it seems to be relatively unusual to get one in the UK and much more likely down under.
