I read that that is an option on the state department website:

 

"If the state police record is unavailable, visa applicants must provide a federal record called a “Carta de No Antecedentes Penales” from the Dirección General de Ejecución de Sanciones, Comisión Nacional de Seguridad."

 

but then below that it also says:

 

"However, consular officers may request a state police certificate where an individual was resident for more than six (months) on a case by cases basis."

 

So I think it's best to comply with that.  The risk is probably low, especially if the person has no record elsewhere, but I would hate to wait this long and then have this be a blocking item.  Perhaps other states being in red right now is a valid reason not to travel there for the records, though.

Ok now im confused. Can we not just get one in Ciudad Juarez before her interview? Is it absolutely necessary to get one from her state? And yes she lives and has lived in the “State of Mexico” and not Mexico City.

Thank you!  So you did just that one and no state ones?  I'll try to get both state ones and the national one, just in case, but one state is pretty far away and still red for coronavirus, so we'll have to see what happens.  It seems silly to go all that way for that, but my fiance does have family there, if visiting is okay by then.

Is the one in CDMX currently open? My wife did hers there in January but has been 6 months, so obviously expired now. 

 

We don't yet have our visa interview rescheduled, but are getting nervous about how we would re-do this if it's not currently open in CDMX. Maybe doing it in Juarez is an option if it's open there but closed in our home state?

She can get it in Juarez. We had an appointment and got it there. It suffice what they needed.

For emergency Appointment you will have to submit a public inquiry with the consulate.

The police report went smoothly. We just ended up going to a local police station and it took about 30 minutes. The interview also went very smoothly. It was a little bit of a wait for her but once she sat down with the interviewer, it took about 10-15 minutes.
