We contacted US customs in Newark airport and they said only Americans and diplomats are allowed to enter.

Is this a fresh ban ? coz my wife came to US on a provisional green card ( stamped on passport ) through UK on May 12. Was she allowed coz UK is out of EU , I am not sure about that but last I checked EU travel ban didn't apply to GC holders

It’s mistaken information. Green card holders are indeed allowed in, as are spouses and minor children of citizens regardless of type of visa.

shouldn't your visa (spousal) be an Immigrant visa ?
