Is this a fresh ban ? coz my wife came to US on a provisional green card ( stamped on passport ) through UK on May 12. Was she allowed coz UK is out of EU , I am not sure about that but last I checked EU travel ban didn't apply to GC holders

It’s mistaken information. Green card holders are indeed allowed in, as are spouses and minor children of citizens regardless of type of visa.

It was US Embassy in her country giving wrong info claiming she couldn't transit through Schengen Area or UK with her Immigrant Visa:

She ended up transiting through Dubai instead:
