It doesn’t apply to USCs, LPRs and other certain exceptions (some family members, etc). Tourists from the Schengen area, UK and Ireland are not permitted to come unless they fall into the narrow group of exceptions.

So for example IR5 visa holder can transit through under the exception rule?

No. Spouses and minor children can. Parents of USCs can only come from/through Europe if the USC is a minor. If they have an IR-5 obviously their child is an adult. 
 

They will have to find another route here.

Of the 64, about 20+ that service the USA,  so Emirates is not a small exception

OK thank you for that clarification. So that is based on US orders and wouldn't matter if Europe eased restrictions then.

I assume anyone in Europe outside the countries listed in the ban have to go through somewhere like Turkey

Foreign nationals (including k-1 visa holders) from Schengen area are not allowed into the US at this time. My understanding is also that transferring flights through a Schengen airport does count as being in that country (meaning that even if you start your journey outside Schengen area, if you change planes inside the Schengen area, you will not be allowed to enter the US).

I saw this today about Emirates announcing they will add more routes on May 21st. Hope it helps someone🙂

Great find! Seems like out of those initial cities only AUS works as a transit to US, since can't go through Europe

I've had my eye on Turkish Airlines and hoped that it might have been an option for my fiance to get to the US before June 21. But no...Turkish Airlines just pushed out their date to resume commercial flights, and the US is NOT on the list of countries that they plan to fly to in June. :(
