When will B1 visas be issued again?

I sort of asked this question before the details about the immigration ban were released. Now I’m more curious about when B1 visas will be issued again? 
 

My boyfriend is a medical student and he plans on coming this summer for clinical rotations to earn credits for his degree. He’s from a European country that was not part of the 30 day travel ban. We are kind of freaking out about this now. He’s not due here until July but we are wondering if B1 visas will even start being issued again by then. Does anyone have any insight into this? We are very new to all this and are extremely confused. Thanks!

Non immigrant visas will be available after the consulates reopen.

June 13, 2018 Mary receives Mexican Residency Card

June 15, 2018  I-130 DCF Appointment in Juarez  -  June 18, 2018  Approval E-Mail

August 2, 2018 Case Complete At Consulate

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Theoretically, yes. However, consulates have suspended all routine visa processing until further notice. They haven't set a date on when they'll start again.

Quick question, what European country is he living in that is not currently having the ban? I thought all countries in Europe are affected by the ban

Non-Schengen countries are not affected by the ban - 

Albania, Andora, Armenia, Azerbaijan, Belarus, Bosnia & Herzegovina, Croatia, Cyprus, Georgia, Ireland, Kosovo, North Macedonia, Moldova, Monaco, Montenegro, Romania, Russia, San Marino, Serbia, Turkey, Ukraine, and Vatican City.

The UK while not part of Schengen has its own ban.

But I thought Ireland was also banned? I am trying to find a way out of Germany to another country that is not affected by the ban to get back home to the US. But I am not sure if these countries also closed their borders

Ireland is banned, as part of the separate UK ban rather than the Schengen ban though.
