The only thing I can think of is that years back I submitted a 129f with my ex fiancé

I expect you mean that your ex fiancé, an American citizen, submitted a petition for you?  Did you get to the point of having an interview/visa approval etc?

It is pretty baffling for NZ.  I have never seen them question intent to marry.  I assume you included any divorce decrees for you both?

Update:

I have written a new letter of intent to marry explaining the details on what we have planned so far and 14 screen shots of messages and convos with friends, family, my fiancé (the petitioner) mentioning the wedding, relationship and engagement. Also included pictures of our engagement rings and the receipt of the ring. Hopefully this is enough to prove my intent

Perhaps, you could email your county clerk to ask if there is anything in particular a non-citizen, who doesn't yet have a social security number should bring when you apply for your marriage license. You could include a copy of their reply with your RFE response. It would show intent, beyond talking with friends and family in addition to providing you with information you may need anyway.

Sounds good.  Don’t forget that you both need to write and sign statements of intent to marry.

This seems to be happening more often lately.  I personally think it is in everyone's best interest to send more than just the letter of intent with the initial application to avoid this.   When I got this RFE it specifically stated that I had sent the letters of intent, but they wanted other proof.  I did resend the letters of intent but also included anything else I could.  I explained that we can't make plans because we don't know when we can have the wedding and that our wedding discussions have occurred by video chat so my screenshots of messages were limited.  I was able to find some messages referencing getting married or saying things like, "Let's talk about the wedding tonight."  Also a few times that I sent him a link to a venue or other wedding related thing.  I had already sent the wedding rings receipt and a picture of the dress that was made in his country, but I resent those as well.  Explain whatever you can about your plans or things you have considered for your wedding and send anything you can to back it up.  I think you will be fine.

That sounds better mate. When I sent the application off I did the two letters of intent, copy of the engagement ring and screenshots of emails with wedding venues. You should be good as good with that evidence now.

So you are the beneficiary.  This is the 2nd I129f filed for you (that we know of), previous one was withdrawn by your previous fiance.

Perhaps her withdrawl letter, if she sent one, stated something that can make USCIS question the intent to marry this time around.  Im sure they can type in your name, date of birth, and country and find any previous US immigration documents previously filed for you. Some people do dumb things when mad.

Best you can do is send in new letters with further proof of your intent to mary.
