I meant has anyone received NOA2?

We filed november 29th and received our NOA2 on March 26th

Here is the timeline from USCIS. If you have applied after 10/3/2019 then your case is within normal processing. Some will get theirs later then you and others will get theirs before you. It's not possible to compare yours with theirs.

Anyone can ask for their case to be expedited but must follow certain criteria. If accepted or denied neither have an impact on any other process toward a visa. 

 

For USCIS refer to https://www.uscis.gov/forms/forms-information/how-make-expedite-request

For NVC they expedite K-1 visas already.

For Embassy requires you to contact them either through email or a phone call. Most embassy don't grant expedited visas but only in the case of an emergency. Check with your embassy for additional details.

I just want to you let you know that I just received a text and email that my I129F application was approved and I should receive a notice by.  Is there anyway to get the case number ahead of time so my finance can start filling out his application?

The case number is not gonna be available until after NVC receives your petition  (approx up to a month) and then it takes 1-2 more weeks for it to be generated however you can call +1 603-334-0700 to check if the case number is available at any time, best time to call is 7pm EST
