I am a us citizen

My kids and my wife are German,

We decided to life in the United States.

Are the I 130 and the I 130a the right forms to get my family over to the staats

Do your kids have a claim to citizenship?  If not then i130 for each of them and i130/i130a for your wife .

Do you currently reside in Germany?

No, but for a very limited time you would have the option to file directly with the uscis office in Frankfurt thus avoiding filing stateside.   Much quicker.   Downfall is that office will be closing soon

Do maybe know the price off this forms

Petition is $535usd per, no quantity discount.

Then later you will have visa application fees, medical fees, green card fees

Are the kids eligible for US citizenship?

YMMV

Have you been filing your US taxes including your wife and kids for the years you have been living overseas? If not, you need to backfire for those years.

Frankfurt office is still open as of today's date (and has no "closing soon" note unlike some other offices), so it may still be an option for OP. Best thing to do is just contact them and find out:
