My fiancé has never been married before. Do we need to get an official document that states he has no marriage certificate filed for the consulate interview?

I am not aware of needing anything official stating anyone was never married before.  I never had to prove that negative in my case.

Manila is an exception where you must submit a CENOMAR and I think DR is as well.

In most Latin American countries, you have to get a "Certificado de Soltera."

Another tidbit - a CENOMAR (or other country equivalent) doesn’t prove you aren’t married still. It’s just one check if a marriage was registered in the country.

For what its worth I'm in a whatsapp DR group chat with many individuals that have already gone through the interview process in the DR and approved and didn't have to provide any proof they have never been married except verbally after they swear to tell the truth. My interview is coming up soon so I was worrying cause my fiance has never been married and we dont have any document saying hes never been married.

no, if you have never married you should not provide evidence
